PRATT Board Meeting Minutes

April 6, 2022

Secretary/Treasurer Report

We did not have a quorum of board members, so the March and April minutes will be approved next month and there was no treasurer’s report.

 

Project Updates:

Bonneville Shoreline to Sugar House Park

 

On March 18th, Madeline submitted a grant application for funds to make repairs on the Bonneville Shoreline Trail just north of Parley’s Trail.  The application was for $150,000 and we should hear back in early May.   $75,000 would be a grant and $75,000 would be a match.  She applied through the Utah Outdoor Recreational Grant program. (UORG)

 

I-80 Construction 17th East to 23rd East

 

The 17th East Bridge replacement will be taking place this month.  It will take 48 hrs. to demolish the old bridge and slide the new bridge into place.  Go to www.udot.utah.gov/saltlakeeast/#/bike-pedestrian-impacts for more information.

 

 

Sugar House Business District

 

Lynn Jacobs presented the new temporary wayfinding signs that were picked up from the printers this week.  He will be placing them starting today with the metal stands. Where appropriate, they will be secured with zip ties.  The signs will be placed throughout the SH Business District to direct bike and pedestrian traffic from the S-Line to Hidden Hollow. 

 

Lynn suggested that after construction is finished in the business district, permanent signage should be installed that is consistent throughout the area.  He will be putting together a team consisting of PRATT, SHCC, SH Chamber of Commerce, SLC City, and SLC Transportation to provide input regarding what these permanent signs should looks like.  Soren volunteered and it was suggested that Dave and Juan be part of this team. Lynn would like to see this group start meeting prior to the Highland Dr. reconstruction in 2023.

 

Brian noted that the large permanent sign on the corner by Whole Foods on Highland is blocking visualization of pedestrians on the corner.  Lynn is aware that the sign needs to be moved. They are also considering removing the old concrete “couch” benches that were installed by the Arts Council throughout Sugar House.

 

South Salt Lake to 900 West

Discussion regarding signage in South Salt Lake was deferred to a later date.

 

 

 

900 West to the Jordan River Parkway

Madeline reported that SL County has awarded the contract for construction of the bridge to RL Wadsworth.  The tentative start date is April 25th.  The contractor is securing drillers to start drilling the footings for the bridge. 

 

Soren suggested a formal groundbreaking to start the project.  May 20th is “Bike to Work” day and the ground-breaking announcement could be made in conjunction with the bike events.   Madeline will reach out to Liz Sollis, Associate Division Director of Community Engagement for SL County.  She will have Liz contact Soren and Juan to assist with the planning.

 

There was also discussion about permanent signage and artwork for the bridge.  Madeline spoke to Peter Tang from UDOT regarding bridge signage.  She said a simple sign vs artwork is more likely to be approved.  It is felt that artwork may interfere with the structural integrity of the bridge and be a distraction to drivers passing under the bridge. 

 

Other Board Business

 

The banner sign on the bridge at 20th East had come loose.  Brian went out and resecured it.  He feels we should replace it as it has become worn and some of the gromets have torn loose.  We can get a new banner printed for around $80.  The decision to print a new banner was tabled until we have a quorum of board members at the next meeting.

 

The new bridge and last segment of trail construction needs to be announced to the public.  Sally will have Lance Hobbs put an announcement on our website, and Madeline will reach out to West Valley City.  Soren suggested Nancy Day from West Valley would be a good contact.

 

“Clean up at the Draw” - needs to be scheduled for this spring.

 

The HAWK light is up and functioning across Highland Dr near the Buffalo Wild Wings.

 

The Olson Grove Plaque – Sally is still working on this project and had nothing new to report.

 

Website Updates – Madeline will send the Parley’s Trail usage data report to Lance to be added to the website.

 

Suzanne Weaver Memorial Bench- Sally got bids for a bench with a more ornate design than the regular park benches used by the county.  The bid was $2420-$2480 plus 10-13% for shipping.  They are currently 15-16 weeks out on orders.  Madeline got a bid for the standard bench design.  We do not have a quorum, so the decision on this expenditure was moved to next month.  The county parks department will have to approve the location and placement of the bench. 

 

Goathead Project – Soren will get the new tools to Sally for distribution to volunteers.  Goathead removal will start in June.

 

Future alignment of the trail through South Salt Lake – Sharen reported that the state legislature approved funds for station area plans.  The Central Trax Station in South Salt Lake is a priority because of safety issues with people walking in the area on the tracks.  There are also private property owner issues.  UTA and South Salt Lake will have to approval the plans. South Salt Lake will have to approve future construction projects in the area to make sure they meet code.
